"The Time Machine" was a fun and interesting format for anyone who had an affection for the kind of Top 40 radio that existed 20 years prior to it (remember, this was 1987/88). Essentially it was specialty programming for the weekend.

It would not have worked as a full time format (which is what CBS-FM was). The jingles, reverb and the rest are just too fatiguing to an adult audience that (hopefully) is listening at work as background. Casual radio listeners might not get the references and, even if they did, would not want it as a full time thing. Radio in the 80's (and now) is all about TSL (Time Spent Listening). Top 40 radio (on which the Time Machine formatics were based) was about cume (lots of listeners listening for short intervals). For example, for a Top 40 radio fan reverb is fun. For an office background station it's annoying.
